#3 Getting rid of the appointees and strap-hanging contractors is certainly a healthy beginning. The virus that haunts the institution and it's parent company in McLean will take much time and be more difficult to deal with.

#13 Trump ordered a hiring freeze around day one so they will have to be replaced by people from lower down the totum pole, people used to taking orders than giving orders so that will be ok.
