#4 Too hard to figure out that temporary ballots are held till the 'voter' returns with an ID within a week? No show, no count.

#5 Provisional ballots, P2K, and Texas has them. Those that said they had ID, but chose not to show it, should have been provisional ballots - held in abeyance until they can be verified.
