#2 If one grants that this a starting point for dealmaking, then wouldn't one want to ask for as much as possible for openers, rather than the minimum?

If this is the GOP's opening gambit, then they're even dumber than I thought.

#3 One devious thing Trump could do with an EO -- cancel Obama's EO that gave unions an exemption from the mandate clause. Heh...

Not to mention the one given to the Congressional staffers. He should remind them of that.
