I'd invite Pudge for a personal meeting at Mar-a-Lago and make a deal. No, not to buy him off, silly! That just encourages more of the same behavior, but to explain the facts of life and how the current situation cannot continue.

First, of course, you'd need to meet with Xi Jinping to sort things out. (That's scheduled for next month I believe)

And in the meantime, I'd continue assembling the Big Stick as per #1. War games, positioning assets and missile defense. All very public. Here's Seal Team Six memorizing the floor plan of the Pudgidential Palace and all that. Without a stick, there is no carrot.

#8 Coups supported by China of course, to send a message to China that we're sick of them using the North Koreans as a puppet to annoy us.

Perhaps one or two about Nuclear experts and missile experts planning to escape to the South and about sabotage to nuclear tech sold to Iran.
