#1 When the government doesn't fix serious problems, the people will take it into their own hands. As we see here, the result can be considerably less nuanced.

And then, of course, the government does act.

#2 The government acts much more strongly in cases like this because it is more of a threat to the gov't than the proximate cause to which the "people" are reacting.

#6 The 'government' perceives the beaters as a direct threat to their legitimacy and should. When the government fails or refused to provide security in one's self, one's family or one's property, such government has no legitimacy.
