#1 This is the money he has paid for indulgences from the regulatory state. He isn't really tied to succeeding, although I'm sure he wouldn't mind. Those payments are public virtue signalling and payment to the leviathan for a service yet to be rendered.

#2 He may not need it now that Tesla has name recognition, but he certainly needed the money to bootstrap his company into the market place.

#3 I still think the only purpose for the company is debug electric transit for future SpaceX Mars and moon driving machines.
