#1 Three possibles:

1. Talibunny forces being built up fast; newbie accidents as a result.

2. Pak IC is stretched a bit thin right now, what with Kashmire, the Chinese vs India, feral terrs, Sauds vs Qatar, and perhaps US Congress-critters exposed for all to see. Hence no training and oversight of the Talibums.

3. Somebody else's IC is getting more effective.
