#3 I don't think they're dysfunctional. I think a majority of them are fine with government interference in the marketplace.

#4 They've conflated smaller government with ineffective government. Unfortunately, it hasn't gotten smaller.

#5 They also were totally expecting HRC to win so they "knew" they could do nothing but talk.

They are most all well entrenched members of the Beltway Party and don't want the status quo to change lest it upset their particular apple cart.
