#1 To whom did they complain? The cops would love to have a target-rich environment where they could write a month's worth of tickets in a couple of days.
There are people who speed just because they don't pay attention and think the road allows it (no turns, and good pavement). Others speed because they want everybody to know they're assholes. Both need to pay fines.
