#1 In a July 5, 2016, press conference, Comey said that he would not be recommending charges against Clinton for mishandling classified information despite her use of a private email server as secretary of state.

The Sky Harbor airport meeting btwn Clinton and Lynch took place on Monday, 27 June 2016. Comey began work on his draft memo in April or May. Appears the decision had already been made. No sense having a meeting if there's nothing to report.
