#2 Some of the other reports are about arrests and convictions, Fairbanks, and the rate at which landlords are being caught and fined is higher this year than last. Part of the problem is that bureaucrats over there tend to be Labourites, just as they tend to vote Democrat here, which makes it harder for a Tory government to get things done -- even if the Tories were more united on the issue than our Republicans are.
