#1 "No coherent plan was ever developed within the CIA." I recall Director of National Intelligence Clapper saying when asked about unmasking: "no," or at least "not wittingly." Three-letter agencies tend to parse and weigh words.

Does the Bay of Pigs count as a plot? Years ago (circa 1959-60), I recall that a private company with interests in Cuba was offering $1 mil for a hit on Castro, at least that was the rumor.

#2 The origins of the "coherent plan" were that Castro was to be installed as the Cuban leader. Quite obviously the plan worked.
