#1 ...IIRC - perhaps some of our 'Burgers with time in the Navy could clarify - a 'Yankee Search' (the classic 'sonar' sound from movies and TV) can and will do serious damage to a swimmer at close range. So perhaps the Israelis have adapted a sonar to do just that.

#2 I suspect it is some kind of computer integrated passive sonar array. Sounds propagate a long way in water.
