#1 PC has been in the military for a long time although maybe not as much as now. Patton ran afoul of it as well as MacCarthur and Chesty Puller--others as well more recently. The military is a part of our government like a marriage for better or worse.

#3 Am I perplexed by Col. Nance's ruling? Absolutely. That said, I am certain that a lot of peeples wanted this affair to go away ASAP, and the DD, etc., accomplished that.
