I'm going to guess it counts as a bunch of little gifts and therefore not taxed.

#2 Gift tax is paid by the gifter, not the giftee. The recipient may see it treated as taxable income in many cases, though.

It's gone up to $14,000. M. Murcek is partially right - the excess over $14,000 needs to go on a gift tax return filed by the giftee, for which there may or may not be a tax due. If it's the latter the excess of $14,000 goes against the giftee's estate tax exemption.
