Lewis represents Georgia's 5th Congressional District, one of the most consistently Democratic districts in the nation. Since its formalization in 1845, the district has been represented by a Democrat for all but eleven years.
Lewis is one of the most liberal members of the House, and one of the most liberal congressmen ever to represent a district in the Deep South.

Not surprisingly - Lewis' the majority black district includes almost three-fourths of Atlanta

It's my hypothesis that the majority of Dems are elected to Washington to protect the regular people.
