That's because Russia is there not to "fight terrorism' (whatever that means) but to promote its national interests.
(1) Securing Naval & Air bases in the region.
(2) Signaling that (unlike some people) Russia sticks by its allies.
(3) Encouraging Muslim emigration to Europe.
(a) It weakens Western Europe.
(b) Introduces a wedge between Eastern and Western Europe.
