And when certain segments of the population don't accept said coup, when those populations don't give up there right to self-representation and democracy, are the persuasive terror attacks and shelling tactical too?

What about Linsey Graham and J.McCain pre-war pep talks to azov... What about the special force training of the ukr national guards (aka neo-nazis) in 2014 (and beyond) in anticipation and preparation of the future nato war vs soviet legacy / putins russia - tactical?
