The Chinese philosophy is to play a much longer game than the rest of the world, including Russia.

#8 This fear has long existed between nations.With each advancement the fear only increases. Quantum computing as an example where a coupling AI and quantum computing dramatically increases problem solving. So they predict by 2045 this technology surpasses human kind. So at this time China has a system 100 times faster than conventional computing. So a major effort between nations to keep up in this theater of interest. Fear it or accept it but it is here already.
