#4 I doubt that this addresses the class of voter in the DC metro area that votes in their home state as well. The vast majority of double voters throughout the country consider themselves to be entitled to vote twice because they have interests in both locations. Entitlement is fundamentally UnAmerican.

#7 I think the Dems pump up the numbers in their secure strongholds because it won't be checked and it helps the popular vote numbers so that even if they lose they can claim they won.
