#7 The Paleo-terrorists don't seem to understand that the one issuing an ultimatum has to be in a position of superiority, e.g. controlling all borders, water and energy supplies.

Living in a dreamworld of Islamofascist supremacy does not count.

#8 Simple solution: Restore the death penalty, but place a "good behavior" stay on carrying it out. Then, if they decide to kidnap and murder again, announce that unless the hostage is freed unharmed, the sentences on all pending death penalty cases will be carried out immediately.

There are two ways to reinforce, positive and negative. Since positive reinforcement has proven to be utterly futile with Paleos, then it is time for negative reinforcement.

You have to admit that even the Paleos would be moved by the mass hanging of say 50 of their kin at once.
