#1 Mr. Steele and the foreign agency he represented had long sense been judged to be "reliable." The contrived, comic book stories and reporting were just a means to an end.

The "concealment" aspect arose due to the utilization of foreign intelligence source information to gain FISA approval of the monitoring of a US Citizen.
