War was started long ago and the entire regions happily remains in a constant state of on again-off again tribal conflict. Appears to be a French rescue mission and spanking of sorts. As you are aware, they've made a fairly large economic and cultural investment in Chad and some of the neighboring areas. With examples such as Detroit and Chicago as optimal outcomes, my guess is they'll wisely stop short of any attempt at "nation building".
