Mark Milley and members of the House committee that investigated the Jan. 6 attack on the Capitol, using the extraordinary powers of his office in his final hours to guard against potential "revenge" by the incoming Trump administration.
Andrew Johnson pardoned about 650 regular and about 7000 to ex Confederate soldiers and Confederate govt officials.
Carter pardoned several hundred thousand draft evaders but not by name.
Since Carter and except for Obama, no President has issued more than about 500.

One option to deal with Fauci, I copied this from the Maryland State Medical Board:

If Fauci accepts his 'pardon,' thereby admitting he committed a crime, he can still be sanctioned by the MD medical board - cancelling his license for an admission to crimes. This is entirely a state issue and not one covered by a federal pardon. There is no federal licensure for physicians, last I checked.

He can pardon federal crimes. On going grand jury in Florida on COVID response is a state issue. IIRC recently SCOTUS ruled that state and federal prosecutions around the same action(s) do not constitute double jeopardy. There is also civil liabilities routes to seek redress.

Pardon aside - as Commander, which Trump is, he still should be able to recall Milley and discipline him via NJP. Pardon should not apply since it is non-judicial, crime not involved, strip him of his rank and clearance at a minimum. Make him thoroughly unemployable to the MIC.

Subpoena them all to testify, under oath, and spill the beans. Since they cannot be prosecuted they no longer have a 5th Amendment privilege. So either they lie, and get prosecuted for perjury, refuse to talk, and be held in criminal contempt, or spill the beans so that everyone knows exactly why they needed pardons.
I also really like the idea of rolling up all the underlings and marching them off to jail. In their thousands.

By classifying the cartels as terrorist organization they become a belligerent. IAW the Hague Convention of 1907 "a neutral country has the obligation not to allow its territory to be used by a belligerent. If the neutral country is unwilling or unable to prevent this, the other belligerent has the right to take appropriate counteractions."

Couldn't Milley now be compelled to testify on the exact nature of his communication with the CCP in all details, by Congress or as part of a prosecutor's investigation into related wrongdoing by parties who weren't pardoned.

BREAKING — On his first day in office, President Trump will suspend the security clearances of the 51 former intelligence community officials who "lied” about Hunter Biden’s laptop being Russian disinformation leading to mass censorship of the story, per Fox News.
According to the Fox News, citing a senior administration official, Trump will take action against the so-called "Spies Who Lie," as one of at least 100 executive orders he's expected to sign on his first day back in the Oval Office.
Not only did federal investigators eventually confirm that Hunter's laptop was authentic, a June 2024 report from the House Select Subcommittee on the Weaponization of Federal Government and the Permanent Select Subcommittee on Intelligence found that "The 51 former intelligence officials’ Hunter Biden statement was a blatant political operation from the start. It originated with a call from top Biden campaign official—and now Secretary of State—Antony Blinken to former Deputy Central Intelligence Agency (CIA) Director Michael Morell.
"The Committees’ investigation revealed that without this outreach from Blinken, Morell would not have written the statement. Indeed, Morell told the Committees that the Blinken phone call “triggered” his intent to write the statement. The statement’s drafters were open about the goal of the project: “[W]e think Trump will attack Biden on the issue at this week’s debate”6 and “we want to give the [Vice President] a talking point to use in response.”
The Committees also found that:
High ranking CIA officials, up to and including then-CIA Director Gina Haspel, were made aware of the Hunter Biden statement prior to its approval and publication.
Some of the statement’s signatories, including Michael Morell, were on active contract with the CIA at the time of the Hunter Biden statement’s publication.
After publication of the Hunter Biden statement, CIA employees internally expressed concern about the statement’s politicized content, acknowledging it was not “helpful to the Agency in the long run.”
