Illegal immigrant accused of molesting child, giving her herpes
[FOX] Huber Morales, 24, was placed in custody at the Vanderburgh County Jail last week, 14 News reported.

Morales told Evansville police he was an undocumented immigrant from Mexico. He reportedly admitted to police he touched the 7-year-old girl and had sexual relations with her due to “strong black magic” that was being used against him, the arrest affidavit stated.

Morales was charged Friday with “five counts of child molesting, two counts of level 1 felonies and three as level 4 felonies,” Courier & Press reported.

The child Morales was accused of raping told investigators the man touched her genitals “a lot of times.”

The sexual abuse was reported after the victim was taken to a hospital for genital herpes earlier this month. Later, the victim told a nurse she was molested by a man she knew.

Africa North
Mali: Another Record Breaking Year
[StrategyPage] The UN is threatening sanctions against individuals and groups in Mali if the government and local leaders in northern Mali don’t implement the 2015 peace treaty that ended the war in the north, but has not yet brought peace. To placate the UN and major donors the government has agreed to work things out with the Tuaregs by the end of March. But promises like that have been made before and always broken. The federal government continues to tolerate corrupt practices which includes stealing a lot of the aid money meant for the north and sending officials up there who demand bribes to get anything done. The UN also insists that presidential elections be held on schedule in July and would prefer that the incumbent kept it legal and not another effort to become president-for-life. The president is also under pressure from the UN to a December 2017 order for police to shut down any unauthorized protests. That meant all protests against government corruption and mismanagement were to be attacked and that has created more popular anger, especially from the suppliers of all that foreign aid.

Arabia
Arab Coalition says they have no self-interest in Yemen, sole aim is stability
[ENGLISH.ALARABIYA.NET] A high-ranking military delegation from Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
and the UAE arrived in Aden to enforce the Arab Coalition’s calls for a ceasefire between the warring sides.

The delegation’s leaders met with concerned parties, reiterating the importance of maintaining the ceasefire and peace in Aden, and to focus on ridding Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
of the Iran-backed Houthi
...a Zaidi Shia insurgent group operating in Yemen. They have also been referred to as the Believing Youth. Hussein Badreddin al-Houthi is said to be the spiritual leader of the group and most of the military leaders are his relatives. The Yemeni government has accused the Houthis of having ties to the Iranian government, which wouldn't suprise most of us. The group has managed to gain control over all of Saada Governorate and parts of Amran, Al Jawf and Hajjah Governorates. Its slogan is God is Great, Death to America™, Death to Israel, a curse on the Jews ...
militia.

In a joint statement, the delegation stressed that Saudi Arabia and the UAE have no personal interest in Yemen, and that the main objective is the political and social stability of the country. This is why putting a halt to the fighting is important as the current situation is a disservice to the coalition’s mission of liberating Yemen.

They added that the UAE and Saudi Arabia are a united front and have the same goal which is for Yemen to remain a stable, peaceful and legitimate country, able to develop and flourish.

A UAE spokesperson from the delegation said that they will stand with Yemen until it is liberated, and that the nation's interest should come above any parallel differences and festivities that deter everyone from the main goal.

Britain
British 15-year-old gained access to intelligence operations in Afghanistan and Iran by pretending to be head of CIA, court hears
[Telegraph] A 15-year-old gained access to plans for intelligence operations in Afghanistan and Iran by pretending to be the head of the CIA to gain access to his computers, a court has heard.

From the bedroom of the Leicestershire home he shared with his mother, Kane Gamble used “social engineering” – where a person builds up a picture of information and uses it manipulate others into handing over more – to access the personal and work accounts of some of America's most powerful spy chiefs .

The teenager persuaded call handlers at an internet giant that he was John Brennan, the then director of the CIA, to gain access to his computers and an FBI helpdesk that he was Mark Giuliano, then the agency’s Deputy Director, to re-gain access to an intelligence database. He also targeted the US Secretary of Homeland Security and Barack Obama's Director of National Intelligence from his semi-detached council house in Coalville.

Gamble taunted his victims online, released personal information, bombarded them with calls and messages, downloaded pornography onto their computers and took control of their iPads and TV screens, a court heard.

Mr Justice Haddon-Cave noted: “He got these people in his control and played with them in order to make their lives difficult.

John Lloyd-Jones QC, prosecuting, said that Gamble founded Crackas With Attitude (CWA) in 2015, telling a journalist: “It all started by me getting more and more annoyed about how corrupt and cold blooded the US Government are so I decided to do something about it.”

Mr Lloyd-Jones said that it was a common misconception that the group were hackers when in fact they used “social engineering” to gain access to emails, phones, computers and law enforcement portals.

“It involves manipulating people, invariably call centre or help desk staff, into permitting acts or divulging confidential information,” the prosecutor said.

Gamble, who has pleaded guilty to ten offences under the computer misuse act, first targeted Mr Brennan and gained access to his Verizon internet account by pretending first to be employee of the company and then Mr Brennan himself, building up an increasingly detailed picture.
Plenty of nastiness as he targetted various government muckety-mucks during an eight month reign of terror can be read at the link.
Medical experts for the defence argue that he is on the autism spectrum and at the time of his offending had the mental development of a 12 or 13-year-old.

He has no friends to speak off and is closest to his mother Ann, a cleaner who reportedly won a £1.6million lottery jackpot in 1997 but “lost all the money on doomed property deals”.

William Harbage QC said that after his arrest he told doctors “it was kind of easy” and that he had little consequences of his actions “in his bedroom on the internet thousands of miles away”.

Mr Justice Haddon-Cave will sentence him on a date to be fixed.

Jordan cuts ties with North Korea ‘in line with the policies of its allies’
[ENGLISH.ALARABIYA.NET] US ally Jordan has cut diplomatic ties with North Korea "in line with the policies of its allies", a government source said on Thursday.

The decision comes months after similar moves by Kuwait and the United Arab Emirates, who are also key regional allies of the United States.

In November, the US called on all countries to cut off trade and diplomatic ties with North Korea after it carried out a series of weapons test, including intercontinental ballistic missiles that brought the US mainland into range.

The Jordanian government source acknowledged that relations between Pyongyang and Amman were "never very strong" but said ties were cut "in line with the policies of Jordan’s allies".

The decision was ratified by a royal decree, according to the government’s website.

Europe
France to finance exports to Iran to sidestep US sanctions
[Ynet] Plan is to offer dedicated, euro-denominated export credits to Iranian buyers of French goods and services and so avoid the extraterritorial reach of US legislation; about 1.5 billion-euros worth of exports waiting, says head of state-owned investment bank Bpifrance.

La Belle France will start offering euro-denominated loans to Iranian buyers of its goods later this year, to help trade flourish outside the reach of US sanctions, the head of state-owned investment bank Bpifrance said.

La Belle France has been looking to boost trade with Iran ever since Gay Paree, Washington and other world powers agreed in 2015 to lift many sanctions on Iran in exchange for controls on its nuclear program.

But US President Donald Trump
...New York real estate developer, described by Dems as illiterate, racist, misogynistic, and what ever other unpleasant descriptions they can think of, elected by the rest of us as 45th President of the United States...
has threatened to pull out of the agreement and Washington has maintained some financial restrictions, leaving private banks‐even those based outside the United States‐wary of financing deals.

The plan is to offer dedicated, euro-denominated export credits to Iranian buyers of French goods and services and so avoid the extraterritorial reach of US legislation.

"We put a lot of preparation into this in 2017 and we keep on working, every single day, on the conditions of our entrance into Iran," said Bpifrance's chief executive Nicolas Dufourcq on Wednesday, referring to these specific loans.

"This is a completely separate flow (of money)," he added. "There is no (US) dollar in this scheme... no one holding a US passport."

There is a pipeline of about 1.5 billion euros in potential contracts from interested French exporters, Dufourcq told politicians earlier on Wednesday.

Bpifrance's export credits could be offered in May or June, he added.

French banks were particularly deterred by a $9 billion US fine on BNP Paribas in 2014 for violating U.S. financial sanctions - even though that was imposed before the nuclear agreement.

European aerospace giant Airbus has complained about the banks' wariness, which has also cast a shadow over deals linked to rival Boeing.

Bprifrance's total export credits jumped to 186 million euros ($231 million) in 2017 from 30 million euros a year earlier. It plans to raise that amount to 400 million euros in 2018.

The bank, which is the driving force behind the current boom in funding for French start-ups, also reached a record 255 million euros in venture capital funding in 2017, up 33 percent from the previous year.

Germany Sharply Caps Refugee Family Reunions
[AnNahar] Germany's parliament voted after a heated debate Thursday to resume family reunions for temporary refugees from mid-year but sharply restrict the number of relatives arriving at 1,000 a month.

Interior Minister Thomas de Maiziere defended the law, which passed by a margin of 376 against 298, as "a compromise between humanity and responsibility... between generosity and realism."

The measure was agreed Tuesday in ongoing coalition talks between Chancellor Angela Merkel
...chancellor of Germany and the impetus behind Germany's remarkably ill-starred immigration program. Merkel used to be referred to by Germans as Mom. Now they make faces at her for inundating the country with Moslems ..
's conservative camp and the Social Democrats, in the hope of launching a new joint government by late March.

Germany, which has taken in more than a million asylum seekers since 2015, stopped family reunions for such "subsidiary" status refugees in March 2016 to slow the mass influx.

Those with subsidiary status are not considered political or war refugees, but are temporarily spared deportation on safety grounds.

An increasingly heated debate on immigration has pitted left-leaning parties and pro-refugee groups against conservatives and the far-right, anti-Islam Alternative for Germany (AfD) party.

AfD politician Christian Wirth argued that refugees should reunite with their families back in their home countries, for example in what he called "protected zones in Syria."

He also charged that "Merkel's 2015 decision to allow German borders to be overrun by a migrant flood... was a flagrant breach of the law" and accused her government and the EU of a plot to replace Europe's population with Arabs and Africans.

The issue of how many subsidiary-status refugees are allowed to bring their spouses or children had become one of the most contentious in the coalition talks.

Merkel's conservatives and the Social Democrats also agreed in principle to cap Germany's total annual intake at about 200,000 asylum seekers a year.

Under the new law, family reunions will remain suspended until the end of July, after which up to 1,000 relatives a month, plus an unknown number of yet to be defined "hardship cases", will be allowed to come to Germany.

The refugee aid group Pro Asyl slammed the law as "absolutely insufficient" and a victory for the "hardliners" in Merkel's Bavarian sister party the CSU.

The Greens party accused the Social Democrats of caving on the issue, while the parliamentary head of the far-left Die Linke party Dietmar Bartsch charged that "this law is arbitrary, morally questionable and inhumane."

Pakistani Unconventional Warfare Against Afghanistan
By Douglas A. Livermore

[SmallWarsJournal] Pakistani Unconventional Warfare Against Afghanistan: A Case Study of the Taliban as an Unconventional Warfare Proxy Force

As the International Security Assistance Force (ISAF) in Afghanistan transitions full responsibility for operations to local forces and prepares to withdrawal the bulk of its forces by the end of 2014, it is important to look to the future of the conflict. The Taliban is far from defeated, and they will definitely remain a formidable foe to the Afghan government in 2015 and beyond. The world will witness a protracted and extremely violent struggle for dominance between the legitimate Government of the Islamic Republic of Afghanistan (GIRoA) and the fundamentalist Taliban insurgency vying to reinstitute the Islamic Emirate of Afghanistan which was overthrown by the US-led effort in late 2001. On one side, the Afghan government will do everything in its power to remain firmly entrenched as the central national authority governing from Kabul, the capital city. Opposing them, the Taliban will continue to strike out from safe havens in Western and Southern Pakistan, attempting to undermine the Afghan government and reemerge as the dominant power in Afghanistan. The Taliban seeks to reclaim the central national authority currently held by the Afghan government and once again exercise near-complete political and spiritual control over the entire population of Afghanistan.
Lots of details and arguments in the article.

UN agency asks Arab nations for funds after US aid cut
[AlAhram] The U.N. agency for Palestinian refugees is asking Arab nations for funds after the Trump administration cut tens of millions of dollars of aid money.

UNRWA's chief, Pierre Krähenbühl, spoke to an Arab League meeting of foreign ministers Thursday in Cairo, saying the U.S. cut "is the most severe crisis" in the agency's history.

UNRWA, which serves some 5 million Palestinian refugees and their descendants, had a budget of over $1 billion last year, with the U.S. being the largest donor, giving a third of the total budget.

Hamas, Fatah miss another reconciliation deadline as deal withers
[IsraelTimes] The two leading Paleostinian factions missed another deadline Thursday to implement a reconciliation deal, potentially burying the landmark accord aimed at ending their decade-long split.

Terror group Hamas, a contraction of the Arabic words for "frothing at the mouth", was supposed to hand over power in the Gazoo Strip to the Paleostinian Authority, led by secular movement Fatah, by December.

But the handover was missed and a February 1 deadline for solving the issue of two rival civil services passes Thursday with no progress appearing imminent.

While small changes have occurred since the deal was signed in October ‐ notably the handing over of Gazoo’s borders to the Paleostinian Authority ‐ Hamas remains firmly in charge in Gazoo.

Hamas and Fatah trade blame for what could turn out to be a gradual abandoning of the accord.

Bassem Naim, a senior Hamas official, says the Fatah-led government had backed away from the deal "without clear reasons," while Fayez Abu Eita, a Fatah official in Gazoo, calls for Hamas to respect the agreement.

Egypt, which brokered the agreement, has elections coming up and the focus of its leaders appears elsewhere.

The head of the Egyptian intelligence services, Khaled Fawzy, was the chief broker of the deal but was replaced earlier this month.
