[PEOPLESDISPATCH.ORG] Amid a series of attacks in Nigeria's northeastern border state of Borno, its governor, Babagana Zulum, sounded an alarm that only one of the over 300 towns and villages in its Marte Local Government Area (LGA) remains under government control.
Several other of the 27 LGAs of the state have also been attacked this year, especially since March. The attackers? A resurgent Boko Haram and its splinter, the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems.... of West Africa Province (ISWAP).
Past midnight on May 23, Boko Haram button men were intercepted by the army while trying to infiltrate a brigade's headquarters in the Damboa LGA. In the two-hour-long battle that ensued, two soldiers and 16 forces of Evil were reportedly killed before the latter retreated.
The night before, around 10:30 pm on May 22, the army killed five more murderous Moslems while repelling an attack on a military base in Gajibo village of the Dikwa LGA. The button men also opened fire on civilians in the village, killing at least nine and injuring many more.
Dozens more civilians were executed last week in the Kukawa LGA, where a Boko Haram faction's button men reportedly rounded up over a hundred residents, mostly bean farmers and fishermen, in the village of Malam Karanti and its neighboring Kwatandashi on May 15. They were marched into a bush where 57 bodies, most of them with slit throats, were recovered two days later.
RIVALRY AND COOPERATION BETWEEN BOKO HARAM AND ISWAP
Local media reports and eyewitness accounts that Boko Haram attacked these villagers for paying protection money to its rival ISWAP highlight that civilians remain the victims even when the conflict is within the Jihadist movement.
ISWAP was formed in 2016 and affiliated itself with the Islamic State after it broke away from Boko Haram which formed in 2002. In 2009, Boko Haram unleashed a terror campaign, which continues till today, killing 36,000 people and displacing another 2.2 million. Clashes between these two rivals have also been reported. Nevertheless, the Nigerian government is losing ground again to the Jihadists, even as they fight each other.
Their rivalry and collaboration appear to be separated by a thin and often blurred line. Nigerian media attributes several attacks to ''Boko Haram/ISWAP'', including the attack on Gajibo on May 22 and the earlier coordinated raids between May 12 and 13 on the two military bases — one in Rann in Kala Balge LGA, and another in Gajiram in the Nganzai LGA.
Vanguard reported that five soldiers were killed and six others were maimed in Rann, while the army was able to repel the attack in Gajiram — both of which have come under repeated attacks this year.
Earlier on May 12, button men had also struck another military base in Marte town in Marte LGA on the border with Cameroon ...a long, narrow country that fills the space between Nigeria and Chad on the northeast, CAR to the southeast. Prior to incursions by Boko Haram nothing ever happened there... , killing seven soldiers and dislodging others before stealing weapons. After the base was briefly overrun, 20,000 people fled the town to take refuge in an Internally Displaced People (IDP) camp in Dikwa LGA's town.
''This huge number is a threat as allowing them to stay in the camp may'' leave ''the younger ones— vulnerable to recruitment by the murderous Moslems,'' Governor Zulum warned.
Reassured by his visit to the town with security forces in the aftermath of this attack, many of the residents have returned, and are now ''resettled for the second time,'' he said in a presser on May 18. They were first resettled here about four years ago when the army retook control over this area from the forces of Evil under the previous administration.
However,

The suspect, who was 26 at the time of the attack, was an asylum seeker from Syria who had been slated for deportation.
German authorities’ failure to remove him from the country fired a bitter debate over immigration in the run-up to national elections.

According the US newspaper, which cites current and former International Criminal Court officials, Khan was building a case against Smotrich and Ben Gvir over their roles in promoting Jewish settlements in the West Bank.

[IsraelTimes] Eight hundred transport planes and 140 ships have delivered more than 90,000 tons of armaments and military equipment from the United States to Israel since the start of the war, the Defense Ministry says.
This morning, the 800th plane landed, according to the ministry.
The military equipment delivered to Israel since the beginning of the war includes "armored vehicles, munitions, ammunition, personal protection gear, and medical equipment," the ministry says.
It says the deliveries are "a significant component" in ensuring the IDF can continue operations, "both for achieving the war objectives and for improving readiness and stockpiles."
The logistical effort has been carried out by the ministry’s Directorate of Production and Procurement, the ministry’s mission to the US, the IDF’s Planning Directorate, and the Israeli Air Force.

The official says Trump’s message to Netanyahu is that “he doesn’t want him to antagonize at a time when he is trying to solve problems,” and while he is keeping the “other option” open, he wants to first give a chance to diplomatic talks.
The news site also quotes a source who says that Israel believes its window to successfully strike Iran could soon be closed.
The report comes a day after Israeli television revealed the call included heated disagreements between Netanyahu and Trump over how to take on Iran.

The outlet says that US intelligence believes that Israel could make the preparations to carry out an attack in as little as seven hours, which would leave them very little time to attempt to pressure Prime Minister Benjamin Netanyahu to change his mind, the report says.
Those American intelligence officials are said to doubt the efficacy of a unilateral strike by Israel, with Israeli officials said to believe that the US would have no choice other than to assist if Tehran were to strike back.
The report says that Israeli officials have told Washington that a strike could be carried out even if a nuclear agreement is reached between the US and Iran.

The desire comes despite American and Iranian negotiators being at apparent loggerheads over the issue of uranium enrichment, with US officials insisting on its total elimination in Iran, while the Islamic Republic has called it a red line.
During his first term, Trump ripped up a 2015 deal that capped Iran’s nuclear enrichment at 3.67 percent, and in recent years Tehran has begun to produce material to near-weapons grade levels.
Iran, which avowedly seeks Israel’s destruction, has consistently denied seeking to acquire nuclear weapons. However, it has been enriching uranium to levels that have no peaceful application, has obstructed international inspectors from checking its nuclear facilities and expanded its ballistic missile capabilities, and its officials have increasingly warned that they could pursue the bomb.
In an attempt to keep the negotiations alive, US envoy Steve Witkoff and mediating country Oman are “discussing creative options,” according to the Times report, including a joint venture between Iran, Saudi Arabia, and several other Arab countries, with some US involvement, to produce nuclear fuel, with the actual location of the enrichment as-yet undetermined.
Witkoff has also dropped his objections to an interim understanding laying out principles for a deal, the report said, with the Trump administration hoping that such a declaration would help hold off an Israeli strike.
This could be related to Trump’s statement Sunday that “something good” could be coming with respect to the talks in the “next two days,” the report noted.
Israel is said to be suspicious of any interim deal that would allow Iran to maintain its facilities for months or years with the negotiations ongoing.
If any declaration of principles is to satisfy Israel, as well as Iran hawks in the US Congress, it will probably have to require Iran to ship its highly enriched uranium out of its borders, or “down blend” it to a much lower level of enrichment, the Times said.
If so, that would allow Trump to claim he had, at least temporarily, removed the threat of an Iranian speed-run to a bomb.
Wednesday’s report came amid a flurry of accounts of heated disagreements between Trump and Netanyahu on Iran’s nuclear program.
The Times corroborated the reported tension, citing interviews with officials in the US, Europe, and Israel who have been involved in the debate between the two governments.
After Netanyahu’s meeting with Trump last month — when the US president, with the Israeli leader alongside him, made the shock announcement that nuclear talks with Iran would begin — the premier reportedly ordered national security officials to continue their plans for a strike on Iran, including for a potential operation without US support.
Since the meeting between the two leaders, Israel has been communicating to the US that it might strike on its own even if a deal is reached, according to the report.
Israel already has plans drawn up for such attacks, ranging from surgical strikes to days of bombardment on Iranian facilities, including some that are located in cities, the Times reported.
Israel’s talk of going it alone prompted Trump to make a phone call to Netanyahu, the Times reported, in which the premier did not deny ordering the preparations, and argued to Trump that Israel had a limited window to strike.
Trump acknowledged Iran’s weakness, but argued this gave the US leverage to make a deal, officials told the newspaper.
Last Friday, Strategic Affairs Minister Ron Dermer and Mossad chief David Barnea met with Witkoff in Rome, on the sidelines of the US-Iran talks. On Monday, they traveled to Washington to meet with CIA Director John Ratcliffe.
Dermer met with Witkoff again on Tuesday, the report confirmed, though the topic of that meeting wasn’t clear, and Hebrew media reports connected the meeting, which Barnea was also reportedly to attend, to efforts to reach a hostage deal with the Hamas terror group.
Asked for comment on the article, the White House referred The New York Times to Trump’s comments over the weekend, in which he said — as he has many times before — that he would “love” to see the nuclear issue resolved with “no bombs dropped.”
Netanyahu’s office responded to the article, according to the Times, with a statement reading: “Fake news.”

[GEO.TV] The Israeli Security Cabinet has ''secretly'' approved the construction of 22 new illegal settlements on Paleostinian land in the occupied West Bank, Al Jazeera reported, citing a report from the Israeli newspaper Yedioth Ahronoth.
According to the newspaper, the cabinet ''secretly approved two weeks ago the establishment of 22 settlements in [the occupied West Bank]''.
The report added that the proposal was submitted by Defence Minister Israel Katz and Finance Minister Bezalel Smotrich.
The Paleostinian presidency said that the approval of the new illegal settlements constitutes ''a dangerous escalation that drags the region into a cycle of violence and instability''. Where has ever been but in ''a cycle of violence and instability?''
The settlements — a mix of new communities to be founded, and existing, illegal outposts to be legalized — include the evacuated settlements of Homesh and Sa-Nur, according to Ynet.
The two communities were evacuated and partially demolished at the same time that all Israeli settlements in Gaza were evacuated in 2005. There have been repeated attempts by settlers to re-establish both communities in the years since their evacuation.
The Israel Hayom news outlet reported Tuesday that the government intends to use the 22 new settlements to bolster Israel’s presence around Route 443, which connects Jerusalem and Tel Aviv via Modiin. A section of the route passes through the West Bank.

A delegation from the US-led global coalition against the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems.... (ISIS) also took part in the meeting.
A delegation from the Syrian government visited al-Hol camp on Saturday, according to local media. The delegation consisted of ten people and was the first visit to the camp by the interim government. They were also joined by representatives from the US-led global coalition against ISIS.
Ahmed was possibly referring to the same delegations.
Syrian interior ministry spokesperson told Rudaw on Saturday that as per the landmark agreement between Mazloum Abdi, chief of the Kurdish-led Syrian Democratic Forces (SDF), and Syria’s interim President Ahmed al-Sharaa in March, Damascus will assume the control of all areas in Rojava, including al-Hol camp.
He added that they want to ensure the al-Hol camp is no longer a source of unrest and extremism. "Now, it will become a comprehensive societal rehabilitation dossier targeting the victims and families of individuals who joined ISIS," he said.
Al-Hol camp in Hasaka province is infamous for its squalid conditions and has been branded a breeding ground for terrorism. Iraqis and Syrians make up the majority of the nearly 40,000 ISIS-linked people who have been held at the camp since the defeat of the group in 2019. There are also people in the camp from around the world who had traveled to join the so-called ISIS caliphate.
The DAANES in January announced that its doors are open to the "voluntary return" of Syrians in the camp to their hometowns. Iraq has been repatriating its nationals in groups, putting them through a rehabilitation program before they return to their original homes.

Israel and Syria are in direct contact and have in recent weeks held face-to-face meetings aimed at calming tensions and preventing conflict in the border region between the two longtime foes, five people familiar with the matter said.
The contacts mark a significant development in ties between states that have been on opposite sides of conflict in the Middle East for decades, as the US encourages the new Islamist rulers in Damascus to establish relations with Israel and Israel eases its strikes on Syria.
They also build on back-channel talks via intermediaries since Salafist tough guys Hayat Tahrir al-Sham, formerly al-Nusra, before that it was called something else ...al-Qaeda's Syrian affiliate, from which sprang the Islamic State... toppled Syrian strongman Bashir Pencilneck al-Assad Horror of Homs... in December, said two Syrian and two Western sources, as well as a regional intelligence source familiar with the matter.
The sources spoke on condition of anonymity because of the sensitivity of the subject for two nations with no official ties and a history of enmity. The direct talks and their scope have not been previously reported.
On the Syrian side, the sources said contacts have been led by security bigshot Ahmad al-Dalati, who was appointed governor of the province of Quneitra, which borders the Golan Heights, after the fall of Assad.
Earlier this week, Dalati was also put in charge of security in the southern province of Sweida, home to Syria’s Druze minority.
Rooters could not determine who participated on Israel’s side, though two of the sources said they were security officials.
Three of the sources said there had been several rounds of in-person meetings in the border region, including in territory controlled by Israel.
Israel’s foreign ministry and Syrian officials did not immediately respond to requests for comment.
Earlier this month, Syrian interim president Ahmed al-Sharaa confirmed indirect talks with Israel that he said were aimed at calming tensions, a striking admission that followed a Rooters report that the UAE was mediating such talks.
Israeli military operations in Syria have escalated since Assad’s fall, with Jerusalem saying it will not tolerate an Islamist hard boy presence in southern Syria.
Israel has bombed what it says are military targets across the country, and Israeli ground forces have entered southwestern Syria, where they are currently stationed in a number of outposts in a buffer zone in the Golan Heights.
The Jewish state has also cautioned against swift recognition of the new government in Syria, expressing deep skepticism about Sharaa, who until recently had a $10 million bounty on his head from the US.
But the strikes and the criticism have subsided in recent weeks.
On May 14, a meeting between US President Donald Trump ...The tack in the backside of the Democratic Party... and Sharaa in Riyadh upended decades of US Syria policy, and signaled to Israel’s government that it should work to reach understandings with Sharaa.
The regional intelligence source described Trump’s engagement with Sharaa as a pivotal part of a realignment in US policy that upset Israel’s post-Assad strategy of exploiting Syria’s fragmentation.
TENSIONS DOWN IN SWEIDA
The relative calm in May has also seen a reduction in tensions around Sweida, which saw days of bloody festivities between Druze armed factions, some of which have Israeli backing, and Sunni Moslem fighters last month.
Amid the violence, Israel had launched a series of Arclight airstrike ...KABOOM!... s, including one just outside the presidential palace overlooking Damascus, which it framed as a warning over threats against the Druze, a minority group with communities in Syria, Leb ...The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. Only one of those statements is an exaggeration.... and Israel.
While the direct talks are currently focused on joint security, such as preventing conflict and reducing Israeli incursions into Syrian border villages, two of the sources said they may help pave the way for broader political understandings.
"For now, they are about peace, as in the absence of war, rather than normalization," said the person familiar with backchannel talks.
Trump indicated after meeting Sharaa that the Syrian leader was willing to eventually normalize ties with Israel, while adding that it would take some time.
Sharaa has not commented on the statement, saying instead that he supported a return to the terms of a 1974 ceasefire agreement that created a UN buffer zone in the Golan Heights.
Syria’s new rulers have made repeated efforts to show they pose no threat to Israel, meeting representatives of the Jewish community in Damascus and abroad and detaining two senior members of the Paleostinian Islamic Jihad ...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah... terror group, which participated in the October 7, 2023, Hamas ..a contraction of the Arabic words for "frothing at the mouth",... -led attack on Israel.
Additionally, Paleostinian sources said on Friday that several Iran-backed Paleostinian terror groups had left Syria altogether under pressure from the new regime.
A letter sent by Syria’s foreign ministry to the US State Department last month, seen by Rooters, said "we will not allow Syria to become a source of threat to any party, including Israel."
Israel has so far treated such statements with intense suspicion, due to the new leadership’s roots.
