official in the northern Afghanistan province of Badakhshan. Islamic State-Khorasan (IS-K) grabbed credit in a statement on June 9. The blast occurred on June 8 and killed at least 19 people, including the former Taliban security commander in the city of Baghlan, and maimed 38 others. The funeral was for the Taliban's provincial deputy governor, Nissar Ahmad Ahmadi, who was killed along with his driver in a suicide boom-mobileing three days earlier. IS-K also grabbed credit for that attack.

Daily Evacuation Brief | June 10, 2023

[AfghanDigest] LAST 24 HOURS
  • ISIS-K LEADER SAID TO HAVE BEEN KILLED BY TALIBAN FORCES IN KUNAR LAST TUESDAY – While no official confirmation from the Taliban has been provided yet, Pakistan’s media has been rejoicing at the news that Sanaullah Ghafari (aka Shahab al-Muhajir) was killed in a clash with Taliban security forces in the mountains of Kunar. The leader is suspected of ordering several deadly attacks in Pakistan, Afghanistan, Uzbekistan, Tajikistan, and Iran. Rumors had spread late in the week that a US drone had participated in the attack but the US denied involvement and local sources say that no drone took part in the operation. Taliban forces killed an additional 6 ISIS-K followers in Kunar during follow-up operations. The death of Ghafari is being hailed as a serious blow to ISIS-K’s hopes for dominance in the region.

  • ARRESTS OF AFGHANS IN PAKISTAN NOW TOTAL OVER 1,100 – Several NGOs that have compiled and compared lists of Afghans reporting the arrest of family members and friends say the latest operation has resulted in over 1,100 people being detained. Many of the NGOs also reported that some were beginning to be freed by police. While some deportations were reported on Wednesday, it was not clear how many were included and if those individuals sent back to Afghanistan had been arrested in the recent roundup.

  • TALIBAN MANEUVER TRAINING ALONG THE IRANIAN BORDER VIEWED AS PROVOCATIVE BY TEHRAN – The Taliban held military drills in Nimruz Province on Thursday that caused alarm in Tehran. Iranian military personnel observed the maneuver training from high ground in Sistan and Baluchestan Province and two drone flights were eventually reported to have overflown the area shortly after the Taliban had halted their training. Sources in Tehran said the timing of the drills and the fact that they were carried out so close to the border concerned senior IRGC personnel.

  • HERAT RELIGIOUS LEADERS CALL ON TALIBAN TO IMPROVE THE BEHAVIOR OF THE SECURITY FORCES TOWARDS CITIZENS – Reports have indicated throughout 2023 that the interactions between civilians and the Taliban security forces have been deteriorating. Bribery and maltreatment based on ethnicity have been two of the primary complaints registered by average citizens. For its part, the Taliban leadership has continued to call on those in the security sector to act morally and with restraint towards the civilian population.

  • NRF POINTS TO INTERNAL DIVISIONS AMONG TALIBAN FOR RECENT ATTACKS IN BADAKHSHAN – Seemingly absolving ISIS-K from their admitted participation in planning and executing the recent attacks in Badakhshan, the NRF hinted that an internal schism is widening within the Taliban and is at the root of the targeting of Taliban leaders.

CONFLICT TRACKER
Kunar: Taliban security forces intercepted a group of ISIS-K militants on Tuesday as they were passing through the mountains of the province. KARACHI AND COASTAL REGION OF PAKISTAN ON ALERT FOR CYCLONE BIPARJOY – While the threat of landfall is a few days away, we feel it is important to warn at-risk Afghans who may be in the southern Provinces to prepare for the storm if it begins to move to the Northwest on Monday. Pakistan’s National Disaster Management Authority issued alerts on Friday warning fishermen to not put to sea after Monday and for citizens to stock up on medical supplies, food, and water. A coastal tidal surge is expected and power in Sindh and Balochistan Provinces may be interrupted. Communications will also likely be affected.

[AfghanDigest] LAST 24 HOURS
  • BOMBING AT FUNERAL IN BADAKHSHAN KILLS AT LEAST 11 PEOPLE – Taliban officials have confirmed that a bomb blast in the Hesa-e-Awal neighborhood of Faizabad has killed at least 11 people and wounded nearly 40 more. The bomb was detonated in a Mosque during a funeral ceremony for the recently murdered Deputy Governor. There are conflicting reports that the Taliban Minister for the Economy, Qari Din Mohammad Hanif, was present at the ceremony and may be among the dead or wounded. ISIS-K claimed responsibility for the attack that killed the Deputy Governor but no group has yet claimed responsibility for Thursday’s bombing.

  • SECOND FATAL BUS ACCIDENT IN PAST 24 HOURS KILLS 9 – A bus collided with a cargo truck in Zabul Province on Thursday and at least 9 people were killed while another 30 are injured. The incident occurred in Qalat yesterday morning and no information was released about what may have caused the crash. A crash in Sar-e-Pul Province on Wednesday resulted in the deaths of 24 people.

  • INDIA SENDS TEAM BACK TO KABUL TO WORK ON ITS EMBASSY – India’s Foreign Minister says that a small team of ‘technical professionals’ has been sent to Kabul to staff the Embassy there and monitor events. The staff does not include full consular support and is mainly there as observers and to apprise New Delhi of potential areas of mutual cooperation. The Minister did not say when the Embassy may be fully functional again.

  • FORMER PTI PARTY MEMBERS FORM NEW PARTY IN PAKISTAN – Many of the senior leaders from the PTI party who had left after the 9 May violence announced the formation of a new party called the Istehkam-e-Pakistan Party (IPP) at a press conference in Lahore on Thursday. Some sources with insider knowledge claim the new party has received partial backing from several leaders in the Army. The IPP is offering a centrist approach to politics in Pakistan with a focus on dealing with the economic nightmare the country faces.

NEXT 24 HOURS
ISIS-K BECOMING ACTIVE AGAIN – After several months of Taliban victories over ISIS-K across the country, the terror organization struck back by killing the Deputy Governor of Badakhshan on Tuesday. Many observers believe the terrorist organization was likely behind the deadly Mosque bombing yesterday in Badakhshan. It is possible that ISIS-K could strike again during prayers today and at-risk Afghans are urged to remain alert when visiting religious facilities. We do not have information pointing to any specific threat but over the course of 2022, ISIS-K developed a pattern of launching attacks in groups of three. Please be alert and stay aware of your surroundings.

Sudan: Warring generals agree to 24-hour truce from Saturday
[AFRICANEWS] Sudan's warring generals have agreed to a 24-hour ceasefire from Saturday, US and Saudi mediators said, acknowledging that previous attempts to pause a conflict now nearing its third month had proved abortive.

"Representatives of the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) agreed to a 24-hour countrywide ceasefire beginning on June 10 at 6:00 am (0400 GMT)," said a joint statement from the mediators released by the Saudi foreign ministry on Friday.

Multiple ceasefires have been agreed and broken, and Washington slapped sanctions on both the warring generals after the last attempt collapsed at the end of May, blaming them for the "appalling" bloodshed.

"Should the parties fail to observe the 24-hour ceasefire, controllers will be compelled to consider adjourning" talks in the Saudi city of Jeddah which have been suspended since late last month, the mediators said.

Since April, fighting between the regular army and the paramilitary RSF has gripped Khartoum and the flashpoint western region of Darfur, defying a series of truces.

Upwards of 1,800 people have been killed, according to the Armed Conflict Location and Event Data Project, and the UN says nearly two million people have been displaced, including 476,000 who have sought refuge in neighbouring countries.

The Saudi and US mediators said they "share the frustration of the Sudanese people about the uneven implementation of previous ceasefires".

In Somalia, several people were killed in an attack by militants on a hotel
Direct Translation via Google Translate. Edited.
[Regnum] Several people were killed when a group of militants attacked the Bearl hotel in the northeast of the Somali capital Mogadishu on June 9, the Garowe news portal reported.

Several more people were injured. Special Forces soldiers arrived on the scene. They were unable to enter the building.

There was information about explosions and intense shooting inside the hotel. It is noted that the militants took hostage people who were inside the hotel.

The Somali authorities believe that members of the Al-Shabaab terrorist group (an organization whose activities are banned in the Russian Federation) are behind the attack on the Bearl hotel.

As reported by IA Regnum , in January, militants of this group attacked the building of the local administration in Mogadishu. Before the attack, the terrorists blew up a car near this institution.

On June 4, Al-Shabab (an organization whose activities are banned in the Russian Federation) attacked the base of the African Union Transition Mission (ATMIS) in Somalia. Fifty-four Ugandan military personnel were killed in the incident.

Garowe has details, but still no body count:
Al-Shabaab raids Mogadishu hotel, several held hostage

Somalia-based al-Shabaab
...... the Islamic version of the old Somali warlord...
Death Eaters on Friday waged a deadly attack in a Mogadishu hotel, multiple eyewitnesses said, in a dramatic version that saw attackers gain access to the facility which is located in the ever busy Lido beach, in the outskirts of the Somali capital.

The hard boys, state media reported, targeted the ever busy Pearl Hotel near the shores of Indian Ocean, with several people held hostage at the time of press. According to the government, elite police forces are carrying out search and rescue mission, but the Death Eaters are still within the hotel.

Somali security forces were still engaging al-Shabaab fighters who have attacked Pearl Beach hotel and restaurant. The al-Shabaab hard boy group grabbed credit for the attack, a post by affiliate media sites confirmed, in what would yet again possibly destabilize tremendous gains made in security sector.

A police officer told Garowe Online that AlShabaab used suicide explosions to gain access to the hotel on Friday evening at around 8pm local time, targeting its front barrier and gate near the Ottoman Turkish embassy. The hotel is frequented by top government officials and other ranking members of the society.

Al-Shabaab said its fighters were "carrying out random shootings" after having "forcibly entered" the hotel - described as a popular location for officials and employees of the federal government to meet. It is not yet clear who the group was targeting in this particular attack.

Somali security forces have said they rescued some of the people who were trapped inside a hotel that had been stormed by hard boys. The attack is the second major terror hotel attack in Mogadishu since Somalia's leader, Hassan Sheikh Mohamud, took over in May 2022.

Authorities are yet to disclose the number of fatalities but intensive fighting was still going on, with more security forces surrounding the hotel. Previously, the Death Eaters have carried out attacks on senior government officials, security forces and innocent civilians. The attacks against hotels are synonymous within Mogadishu.

The attack comes just moments after over 20 young people died after an unwent kaboom! ordinance they found went kaboom! in Muraale village, Lower Shabelle region. Also, al-Shabaab in the town of Tiyeglow, Bakool region, reported executing five people accused of "spying" for the Somali Government, Æthiopia and United States

Peacekeeper dies, 4 seriously hurt in Mali attack: UN
[AlAhram] One peacekeeper died and four others were seriously injured in an attack in jihadist-hit northern Mali on Friday, the UN peacekeeping mission in the country said.

MINUSMA said on Twitter that a "complex attack" involving an improvised bomb and direct fire targeted a patrol near the town of Ber.

The nationalities of the victims were not specified.

Mali has been grappling with a political and security crisis since 2012 when separatist and jihadist rebellions broke out in the north, later spreading to neighbouring Niger and Burkina Faso

group claim responsibility for many attacks, but self-proclaimed defence groups and bandidos also contribute to the violence in the region.

MINUSMA is a common target for jihadists as an international force and symbol of state authority with around 12,000 soldiers deployed in Mali.

Since its creation in 2013, 186 of its members have died in hostile circumstances.

Anger at the government's failure to beat back the gunnies fuelled a coup in 2020 that brought the country's ruling military junta to power.

But large swathes of the vast country remain outside state control and attacks on national and international security forces continue.

Egypt 'national dialogue' kicks off with wave of arrests
[An Nahar] One month into a much-touted program to heal the country's deep political rifts, Egyptian authorities have arrested dozens of dissidents, opposition supporters and football fans in a wave of repression.
That’ll do it, fer shure.
Cairo inaugurated its long-delayed "national dialogue" on May 3, promising to give a platform to opposition voices that have been largely silenced since President Abdel Fattah al-Sissi took office in 2014.

Critics have denounced it as a public relations stunt designed to burnish a dismal human rights
...which are usually entirely different from personal liberty...
record.

The launch coincided with World Press Freedom Day and that same morning authorities arrested journalist Hassan el-Kabbany.

He was released later the same day, with dialogue coordinator Diaa Rashwan saying the detention was an unfortunate case of "mistaken identity".

The public should "distinguish between isolated cases and broader phenomena" such as the opening of space for free expression, Rashwan said.

But the same week, police arrested 16 relatives and supporters of Ahmed al-Tantawi, after the former opposition politician announced he would run in next year's presidential election.

The national dialogue is merely a "maneuver to appear as if they are trying to start a new page, when in fact they are just trying to improve their image," Human Rights Watch's Amr Magdi told AFP.

"There's really no change at all."

- 'TERRORIST' ULTRAS -
In the face of persistent criticism of Egypt's human rights record, Sisi announced plans for the national dialogue in late 2021, followed by the revival of the executive pardons committee in April last year.

Since then, authorities have released 1,000 political prisoners amid much fanfare, but almost 3,000 more have been detained, Egyptian rights monitors said.

In recent weeks, arrests have become more frequent.

On April 22, police detained 20 fans of Al Ahly SC, Africa's most successful football club, during a home game in Cairo, the Egyptian Front for Human Rights (EFHR) said.

The club's ultras played a central role in the 2011 uprising that toppled longtime autocrat Hosni Mubarak
...The former President-for-Life of Egypt, dumped by popular demand in early 2011...
and have been consistently targeted by authorities.

Calls for fans to burn their supporters' cards and boycott subsequent matches prompted 39 more arrests, the EFHR said.

Police alleged that those detained "belong to the terrorist ultras group" and intended to "vandalize the Cairo stadium", the EFHR added.

Burkina offers up to 275,000 euros for 'actively wanted terrorists'
[AFRICANEWS] Burkina Faso
...The country in west Africa that they put where Upper Volta used to be. Its capital is Oogadooga, or something like that. Its president is currently Blaise Compaoré, who took office in 1987 and will leave office feet first, one way or the other...
's security services, plagued by recurrent jihadist violence, published a list of 20 "actively wanted terrorists" on Thursday, offering bonuses for their arrest or "neutralization" ranging from 150,000 to 275,000 euros.

The individuals, whose portraits have been broadcast on local media, are "actively wanted for participation or complicity in the planning or conduct of terrorist acts".

"If you provide information, such as to allow the arrest or the neutralization of one of these individuals, you will receive the amount indicated on the photo of the concerned", specifies a message from the ministry in charge of Security, published with the portraits.

At the top of the list are Sidibé Dramane alias Hamza and Diallo Moussa alias Abou Ganiou, aged 45 and 40 respectively. The Burkinabè authorities are offering 180 million CFA francs (about 275,000 euros) for the capture of each of them.

"Hamza" is close to Malian Amadou Koufa
...Imperator of the Macina Liberation Front, one of the local groups within Jamaat Nusrat al-Islam wal-Moslemin (JNIM), the regional umbrella affiliated with Al Qaeda in North Africa. MLF draws from the cattle-herding Fulani
... a peculiarly brutal tribe of Moslem herdsmen infesting Mali, Niger, Nigeria, and probably other places that are light on law and order and heavy on tribal identity...
tribe extant in Mali, Niger, and Nigeria, which appeared in 2015 for the purpose of jihading against the farming tribes of Dogon and Bambara. Amadou was reported killed in a French raid, but he arose from the dead sometime around January 2019, to continue jihading as usual...
, an important leader of the Support Group for Islam and Moslems (Jnim in Arabic), the main coalition affiliated with al-Qaeda in the Sahel.

Also on the list are leaders of katiba (combat unit of jihadist groups) including Dicko Hamadoun alias Suu-ka Maldê and Bolly Oumarou alias Oumi whose heads are priced at 175 million FCFA (265,000 euros) each.

The people sought are all Burkinabè, born for the majority in the northern region, with the exception of Sita Housseini alias Lookmann, a 33-year-old Nigerian.

Burkina has been caught since 2015 in a spiral of jihadist violence that appeared in Mali and Niger a few years earlier and which has spread beyond their borders.

The violence over the past seven years has killed more than 10,000 civilians and soldiers, according to NGOs, and more than two million internally displaced persons. According to the government, the army controls 65% of the national territory.

Burkina has been ruled since last September by a military junta headed by Captain Ibrahim Traoré, who came to power after a coup, the second in eight months.
The junta seems no better at clearing out the jihadis and restoring law and order than the civilians that preceded it. At least the Egyptians are getting significantly fewer suicide bombs and shoot’em-ups from their military rulers.

Resident of Kaspiysk sentenced for participation in 'At-Takfir Val-Hijra'
Direct Translation via Google Translate. Edited.
[KavkazUzel] Kazbek Gasanov was sentenced to three years and two months in prison for organizing the activities of At-Takfir Val-Hijra*
...the At Takfir wal Hijra movement was founded 1971, led by Upper Egyptian agronomist Shukri Mustafa (1942-1978). Originally Muslim Brotherhood, he joined Sayyid Qutb in splitting off to pursue violent jihad. After Shukri Mustafa was executed, the group split again, the more moderate faction following Ayman Al-Zawahiri, who subsequently became Al Qaeda’s second in command. Takfir wal Hijra has cells all over the place — Ukraine reported arresting three Crimean turbans in 2009, and a larger cell was tied up in Moscow in 2013.
and storing ammunition. The court in Kaspiysk took into account the defendant's cooperation with the investigation and the presence of five children, and sentenced Gasanov to three years and two months in prison.

Kazbek Gasanov, a resident of Kaspiysk, was found guilty of organizing the activities of the At-Takfir Val-Hijra religious association and storing ammunition, Kavkaz.Realii reported today.

As follows from the verdict published on the website of the court, Hasanov joined a religious group until 2015 and attended meetings of its cell. According to the investigation and the court, he participated in joint prayers, discussed the future "World Caliphate" and interpreted religious publications recognized in Russia as extremist. The security forces reported on the seizure of 17 cartridges for a Kalashnikov assault rifle, 10 cartridges for a Makarov pistol and a RG-42 hand fragmentation grenade from Gasanov during a search.

The court took into account that Hasanov had no previous convictions, had a disabled mother, a wife and five children, and actively contributed to the investigation. He "fully pleaded guilty." As a result, he was sentenced to three years and two months in prison in a penal colony. The court also deprived Gasanov of the right to engage in religious activities for five years and sentenced him to a year of imprisonment and a fine of 30,000 rubles.

The case, at the request of the defense, was considered in a special order. During the preliminary investigation, Gasanov "gave detailed testimony about the criminal activities of other members of the organized group", on the basis of which the investigation opened criminal cases against its members, as well as "against 14 persons from among the members of the cell of the religious association "At-Takfir Wal-Hijra", which were not previously known to law enforcement agencies," the verdict says.

The organization "At-Takfir wal-Hijra" (Accusation of disbelief and hijra) appeared in Egypt and spread in the North Caucasus, especially in Kabardino-Balkaria in 1997-1998. Supporters of the organization belong to the Salafi trend in Islam and are distinguished by strict requirements for fellow believers. They consider an apostate anyone who does not pray five times a prayer , even if such a person calls himself a Muslim, and also insist on the inadmissibility of working in the structure of Russian law enforcement agencies, the Caucasian Knot reports Kabardino-Balkaria: On the Road to Disaste, performances in Nalchik on October 13-14, 2005."

Since the At-Takfir wal-Hijra group was recognized as extremist and banned in Russia in 2010, its members have been repeatedly detained in different regions of the country, a British journalist, creator of the project "Chechens in Syria", analyst Joanna Parashchuk.

The "Caucasian Knot" also wrote that the Leninsky District Court of Makhachkala found Abdulmumin Abdulmuminov guilty of organizing the activities of the religious association "At-Takfir wal-Hijra" * and sentenced him to a year and eight months in prison.

] Army along with police on Friday claimed to have arrested three 'key' conduits in Sunderbani narco-terrorism case.

"In the follow up operations to the Sunderbani Narcotics recovery case, multiple joint operations have been conducted by Indian Army, JKP Poonch & JKP Sunderbani in Poonch District, in the last 72 hours," defence ministry based spokesperson in Jammu said in a statement, as reported by GNS.

He said three main conduits or operatives of the cross narco-militancy module have been apprehended. These individuals have been identified as Shakar Din of Degwar Terwan, Rashid and Shafir, both residents of Kalas Poonch.

"In the search operations war-like stores including two grenades have also been recovered from the possession of these individuals." He said extensive joint search operations are currently in progress.

The apprehension of these three individuals, he said, is a major blow to the complex cross border Narco-(militancy) nexus "being operated" from Pak.

Palestinian woman detained in West Bank town after allegedly trying to stab officers
[IsraelTimes] A woman attempted to stab Israeli troops with a box cutter before being apprehended and arrested at the scene in the flashpoint northern West Bank town of Huwara on Friday, Border Police said.

One of the officers noticed the woman approaching him and ordered her to stop before firing in her direction. The woman was then tased by another officer before she was able to injure anyone, Border Police said.

The young woman’s identity could not be immediately verified.

Huwara has long been a flashpoint in the West Bank, thanks to a main thoroughfare running through the town also being used regularly by Israelis to travel to and from settlements. There are plans to build a bypass road for settlers to avoid having to travel through the town, but work has dragged on for years.

According to the deal, opposition militants who agreed to hand over heavy weapons, were handed special cards to protect them from prosecution, and allowed them to stay in Daraa. Israeli troops fire tear gas at protesting Lebanese citizens on border
[An Nahar] Israeli soldiers fired tear gas to disperse scores of Lebanese protesters who pelted the Israeli forces with stones along the border with Leb
...an Iranian colony situated on the eastern Mediterranean, conveniently adjacent to Israel. Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozeen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...
Friday, leaving some Lebanese demonstrators and troops suffering breathing problems.

The tension on the edge of the Lebanese border village of Kfarshouba began earlier this week over the Israeli military digging in the area that Lebanon claims.

On Wednesday, a Lebanese villager tried to stop an Israeli bulldozer from digging a trench along the border. Once the villager's legs were covered with sand as the bulldozer moved ahead, U.N. peacekeepers jumped in and convinced the driver to move back. Videos of the elderly man with his legs stuck in the sand dune went viral on social media.

Israel ended an 18-year occupation of southern Lebanon when its troops withdrew from the area in May 2000.

Friday's protest took place on the edge of Kfarshouba hills, which Beirut says is Lebanese land occupied by Israel. Kfarshouba Hills and the nearby Shebaa Farms are areas captured by Israel during the 1967 Mideast War and claimed by Lebanon.
The usual international body that rules on such things ruled that the Shebaa Farms belong to Israel, not Lebanon. But Hezbollah needs something to fuss about, so here they are rushing toward the border so as to get photos and video of Israel pushing back.
On Friday, some of the protesters tried to break through a fence in the rugged area overlooked by an Israeli military post. Israeli forces fired tear gas to disperse them while Lebanese troops and U.N. peacekeepers later moved in and pushed the protesters back.

"DO NOT CROSS BLUE LINE," read a banner carried by a U.N. peacekeeper in Arabic, English and French, referring to the border drawn after Israel’s withdrawal in 2000. Israeli troops and several vehicles, including a heavily armored Merkava tank, were seen in the area.

Lebanese troops were on alert in the area and reinforcements were brought in.

In a statement, the Israeli military said protesters tried to damage a border barrier and threw stones at Israeli soldiers in the area. The Israeli army said forces responded with "riot dispersal means," which typically means tear gas or stun grenades. The Israeli army said it "would not allow any attempt to violate Israeli illusory sovereignty."

Andrea Tenenti, a front man for the U.N. peacekeeping for known as UNIFIL, said peacekeepers are on the ground working to decrease tension in the area.

"We have urged the parties to utilize our coordination mechanisms effectively to prevent misunderstandings, violations, and contribute to the preservation of stability in the area," Tenenti said. He added that UNIFIL leadership is in contact with the parties, seeking a solution.
