Ex-Baltimore Police Chief To Plead Guilty To Tax Charges
[BALTIMORE.CBSLOCAL] A former Baltimore police commissioner is scheduled to plead guilty to federal tax charges that made his time atop the city’s troubled department short-lived.

Darryl De Sousa’s attorney, Gerard Martin, confirmed the planned plea to news outlets Thursday. De Sousa’s re-arraignment hearing is scheduled for Dec. 18.

The 30-year veteran of Baltimore’s police department took over after Kevin Davis was fired in January. He stepped down in May when charged with three misdemeanor counts of failing to file a federal tax return.

He faces up to one year in prison and a $25,000 fine for each of the three counts.

Baltimore police have been roiled by scandal, a high crime rate and leadership turnover. Mayor Catherine Pugh’s pick to lead the department is awaiting confirmation by the city council.

Earthquake Damage Halts Alaska Railroad Service
Earthquake damage is preventing the Alaska Railroad from operating between the state's two largest cities.

Railroad spokesman Tim Sullivan said Saturday there are three areas north of Anchorage that are impassible and preventing trains from making the trek between Anchorage and Fairbanks. The trip is 350 miles each way.

Cracks up to 4 feet wide and 150-feet long have been found on either side of the tracks near Nancy Lake, about 45 miles north of Anchorage. The damage was caused by ground shifting, cracking or sloughing.

Heavy equipment will be used to repair the tracks over the next few days. However, a complete inspection of the track and bridges hasn't been completed, so Sullivan said officials do not know when rail service to Fairbanks will resume.

Train service south of Anchorage is scheduled to resume Sunday. Work also continues to clean up extensive water damage to the railroad's operation center in Anchorage.

125 women and girls raped in South Sudan over horrifying 10-day attack
[AP via NYP] In a horrifying attack that left aid workers speechless, 125 women and girls were raped over a 10-day period in South Sudan, according to Doctors Without Borders.

Assailants whipped, clubbed and sexually assaulted the victims after they walked to a food distribution center, the relief organization said.

The attacks occurred between Nov. 19 and Thursday, it said on Saturday.

A midwife with the group who treated some survivors said those who were targeted included pregnant and elderly women and girls as young as 10.

"What is happening since last week is indescribable. I haven’t got words for it," Ruth Okello said.

She said the women also were robbed of clothing and shoes, and their ration cards for food distribution were seized and destroyed.

Sexual violence has been widespread during the civil war in South Sudan.

Despite a recent peace deal, aid workers have warned of higher rates of sexual assault as growing numbers of desperate people try to reach aid.

Egypt's runaway population growth: Stemming the tide
Key points:
[AlAhram] As Egypt’s population increases by 2.5 million each year the government is spearheading a campaign to highlight the benefits of smaller families.

Amr Hassan, secretary-general of the National Population Council, said that between 2000 and 2008 birth control campaigns had succeeded in reducing population growth from two million to 1.5 million annually.

According to Hassan, “the collapse of birth control campaigns after 2008 was caused by clerics launching a counter-campaign.”

“They told citizens that birth control was a Zionist conspiracy against Islam and Muslims,” said Hassan.

Meanwhile, the Health Affairs Committee approved on Sunday a grant agreement between Egypt and the US to help fund birth control programmes.

Under the agreement Egypt will receive a US government grant of at $11 million to support and build on existing birth control programmes. The money will be used to make birth control measures more appealing to families, provide training for staff engaged in family planning at health units, and to help fund a demographic survey to collect reliable data on population and health.

Caribbean-Latin America
With food and bathrooms cut off, migrants make exodus to distant shelter
Stick, Carrot? Your choice. Moved 11 miles further away as CBP does "Drill" at Otay Mesa crossing to prepare for a "rush attack"
[SanDiegoUnionTribune] Tijuana officials cut off food, water and bathroom services to thousands of Central American migrants at the Benito Juárez sports complex Friday, prompting a mass exodus to another shelter 11 miles away from the U.S.-Mexico border.

Conditions at the sports complex deteriorated to the point that it is no longer safe for the migrant caravan, officials said.

"We can't let these people stay here because this is a big health problem and we have to clear the area," said Mario Osuna Jimenez, Tijuana's social development director.

Migrants aren't being forcibly removed, but city officials said they are doing everything they can to convince them to leave voluntarily. That includes suspending essential services.

"There will be no more food here, we will no longer allow people to distribute donations here," Jimenez said. "The migrants must understand that we are helping them by having another shelter that is better suited to meet their needs."
Carrot
The vacant event space known as El Barretal is in the outskirts of Tijuana. It features five separate enclosed spaces, multiple bathrooms, and capacity for 7,000.

Federal officials began busing migrants from Benito Juárez to El Barretal Thursday evening. Many migrants were skeptical of the move because it was too far away from the border and because of general uncertainty about the conditions.

To ease concerns, officials took photos of El Barretal and asked migrants who moved the night before to share testimonials with people in Benito Juárez.

Not everyone was convinced.

"I'd rather sleep in the street, said Jorge Quintania, 30, of Guatemala. "I don't want to go backwards." Quintania said he traveled hundreds of miles in one direction and did not want to turn around. Even if it was just 11 miles.

Migrants who refused to board the buses Thursday night changed their mind after the city suspended services Friday.
Stick
"Why stay here and suffer without food or water?" asked Karla Amayo Rios, 38, of Honduras.

Gonzalez said the economy should be the president’s prime focus. He said he feels very little pity for the Central American caravan.

“It was stupid of them to come here. It was never going to work,”

China-Japan-Koreas
North Korean Soldier Defects to South across Border
[AnNahar] A North Korean soldier defected to South Korea on Saturday across their heavily fortified land border, which the two sides have begun to demilitarise as relations between the Cold War-era foes warm, the South's military said.

The rare defection came as the two Koreas push ahead with a process of reconciliation in an effort to ease tensions, despite talks between Pyongyang and Washington on the North's nuclear weapons programme stalling.

The incident did not trigger any gunfire, unlike last year when a North Korean soldier ran across under a hail of bullets from his own side.

"A North Korean soldier was detected crossing the military demarcation line" by South Korean troops using surveillance equipment, the military Joint Chiefs of Staff (JCS) said in a statement.

"Related agencies plan to investigate him regarding the details of how he came to the South," it said.

The JCS gave no further details, such as the exact location of the defection, the soldier's name, rank or unit or whether he was carrying a weapon.

"The soldier is safely in our custody", the JCS said.

The last defection involving North Koreans occurred in May when two civilians aboard a small boat fled to the South across the Yellow Sea.

China Agrees to 'Very Substantial' Purchases of U.S. Products
[Breitbart] The White House announced Saturday that President Trump has agreed not to further raise tariffs on $200 billion worth of Chinese imports from ten percent to 25 percent as he had previously threatened, after a dinner meeting at the G-20 summit with Chinese President Xi Jinping.

In exchange, China will agree to purchase a "not yet agreed upon, but very substantial" amount of agricultural, energy, industrial, and other product from the U.S., to reduce the trade imbalance between the two countries, White House Press Secretary Sarah Sanders said in the statement.

China has agreed to start purchasing agricultural product from our farmers immediately, it said.

US will hold off on raising China tariffs to 25% as Trump and Xi agree to a 90-day trade truce
[CNBC] Chinese President Xi Jinping and U.S. President Donald Trump put their bilateral trade war on pause momentarily, striking an agreement to hold off on slapping additional tariffs on each other's goods after January 1, as talks continue between both countries.

In a White House readout of a dinner at the G-20 summit in Argentina, Xi and Trump discussed a range of nettlesome issues ‐ among them the trade dispute that has left over $200 billion worth of goods hanging in the balance.

"President Trump has agreed that on January 1, 2019, he will leave the tariffs on $200 billion worth of product at the 10 percent rate, and not raise it to 25 percent at this time," the statement read. Over the next 90 days, American and Chinese officials will continue to negotiate lingering disagreements on technology transfer, intellectual property and agriculture.

"Both parties agree that they will endeavor to have this transaction completed within the next 90 days. If at the end of this period of time, the parties are unable to reach an agreement, the 10 percent tariffs will be raised to 25 percent," the statement added.

Meanwhile, "China will agree to purchase a not yet agreed upon, but very substantial, amount of agricultural, energy, industrial, and other product from the United States to reduce the trade imbalance between our two countries. China has agreed to start purchasing agricultural product from our farmers immediately," the White House said.

Europe
Roving gangs of ‘yellow vest’ militants set heart of Paris ablaze
[REUTERS] Groups of young men with faces masked, some carrying metal bars and axes, rioted on the streets of central Paris on Saturday, setting a dozen vehicles ablaze and torching buildings, unleashing the city’s worst urban unrest for years.
What odds that Antifa cadres are causing much of the trouble from this “leaderless” movement entirely organized on the internet, dear Reader?
Near the Ritz hotel, not far from high-end boutiques and restaurants, and in the avenues off the Arc de Triomphe, where several foreign embassies are located, gangs of violent protesters ran riot, setting a police van on fire and overturning cars. At least two buildings were aflame.

Close to the Place Vendome, Christmas trees decorating the streets were upended, piled in the middle of an avenue and set alight, prompting chanting from scores of protesters.

Youths smashed the windows of the flagship Apple Store on the Champs Elysees which opened just a few weeks ago. A boutique on the Rue Rivoli was broken into and looted. Banks were vandalized and scrawled with anti-government graffiti.

Police said several hundred far-right and far-left extremists had infiltrated a demonstration by some 5,000 calmer “yellow vest” protesters who had gathered in the capital to denounce President Emmanuel Macron’s fuel tax increases.

“We are in a state of insurrection, I’ve never seen anything like it,” Jeanne d’Hauteserre, the mayor of the city’s 8th arrondissement, near the Arc de Triomphe, told BFM TV.

It is the third week of national unrest by the movement — named after the high-visibility jackets that all motorists in France must carry in their vehicles — and the second consecutive weekend of violent disturbance in Paris.

As night fell on the city, there were overturned vehicles in flames around the Arc de Triomphe, an assault rifle had been stolen by protesters from a police van, and fires were burning in popular tourists areas such as Opera.
The Times of Israel adds:
Gay Paree police said at least 92 people, including 20 coppers, were maimed in the violent protests in the French capital and 224 others were placed in durance vile
Into the paddy wagon wit' yez!
. Thousands of police were deployed to try to contain the mayhem.

Central Gay Paree was locked down by Saturday afternoon, with all roads leading away from the arc closed off as more police moved in. Over 20 Gay Paree metro stations were closed on Saturday evening for security reasons, the Gay Paree public transport company RATP said.

French authorities said they counted 75,000 protesters Saturday across the country, including 5,500 in Gay Paree, numbers that were less than last week’s protest but produced much more violence.
Update from The Times of Israel at 12:20 ET:
Paris police say 133 people were injured and 412 arrested as protesters trashed the streets of the capital Saturday. Police fired tear gas and used water cannon to tamp down the violence.

Man sentenced to death for rape, murder of minor girl in Dera Ismail Khan
[DAWN] A sessions court in Dera Ismail Khan
... the Pearl of Pashtunistan ...
on Saturday sentenced a man to death on three counts and imposed a fine of Rs0.9 million on him for the rape and murder of a minor girl.

Additional District and Sessions Judge Usman Wali Khan announced the verdict, sentencing the convict under Sections 302 (premeditated murder), 364 (kidnapping or abducting in order to murder), and 376 (punishment for rape) of the Pakistain Penal Code.

The minor girl was kidnapped on January 26, 2017, during a wedding ceremony in Khyber-Pakhtunkhwa's Dera Ismail Khan in an area that falls in the jurisdiction of the Town cop shoppe.

A First Information Report was registered on a complaint of the girl's paternal uncle by Town police, who initially treated the matter as a missing person's case.

According to police, the child's body was found two days later after which an investigation was conducted which led to the arrest on January 29 of the minor girl's distant cousin, Mohammad Bilal, who confessed to the rape and killing.
So unfair to citicize, it was all kept in the Islamic family
Police Sherlocks told the court during the trial that Bilal kidnapped his minor cousin, took her to a place where he raped her, and later hanged her to death. They also revealed that Bilal had sent a marriage proposal to the victim's family for her elder sister which was turned down by them.

The girl's family members were present during the trial and expressed satisfaction at the outcome.

The court has ordered that of the Rs0.9m fine imposed on the convict, Rs0.7m be given to the girl's family.

The judge also informed the convict that he can challenge the verdict within 15 days.

Mansha 'Bomb' case: CJP grants LDA a week to return retrieved land to rightful owner
[DAWN] Chief Justice of Pakistain Mian Saqib Nisar on Saturday set a one-week deadline for Lahore deputy commissioner to hand over to its rightful owner the land recovered from alleged land grabber Malik Mansha Ali Khokhar ‐ widely known as Mansha 'Bomb'.

Justice Nisar also replaced the civil judge assigned to cases pertaining to overseas Paks on receiving a complaint that the judge was disrespectful towards the plaintiff but politer to Mansha and his counsel.

The top judge issued the orders at Lahore registry while hearing a petition of an overseas Pak ‐ Mahmood Ashraf ‐ against police's purported inaction against Mansha, whom he had accused of depriving him of his property.

The chief justice, during the hearing today, berated DIG Operations Waqas Nazir and summoned the provincial police chief as well as the Lahore deputy commissioner.

"Is this the police of Naya (new) Pakistain?" Justice Nisar asked. "Police should have some shame. They are called names and yet they defend thugs."

DIG Nazir argued that it was police which had placed in durance vile
Don't shoot, coppers! I'm comin' out!
Mansha Bomb and Tehrik-e-Labaik Pakistain chief Khadim Hussain Rizvi. He assured the court that the police were following its orders in letter and spirit.

The clarification, however, was not to the satisfaction of the top judge, who summoned "Mansha Bomb, Afzal Khokhar and all those who were trying to influence the case".

"Police are unable to overcome a single Mansha Bomb," Justice Nisar remarked. "You are hand in gloves with gangsters, this is how you ensure the implementation of the law? What is your relationship with Mansha Bomb? Why are you trying to protect him?"

"You will not leave in uniform if proven guilty," the chief justice warned the DIG operations.

The plaintiff complained that Civil Judge Noor Mohammad treats him rudely but is courteous with Mansha Bomb and his counsel. At this, the top judge summoned the civil judge to his chamber and later relieved him of the case.

Pakistanis mock PM's 'chicken plan' to ease poverty
[Al Jazeera] Pakistain's Prime Minister Imran Khan
... aka Taliban Khan, who is the lightweight's lightweight...
has hit back at criticism over a proposal to alleviate poverty by developing the local poultry industry, citing a similar recommendation by US billionaire Bill Gates.

In a wide-ranging speech on Thursday marking his government's first 100 days in office in the capital Islamabad, Khan said rural women will be given chickens and eggs to start poultry businesses, which he said is a "great plan" to help eradicate poverty.
and a rape epidemic
"I'm proposing such a plan which doesn't require billions of dollars," said the cricketer-turned-politician.

"The project has been experimented with. If we provide them (rural women) with injections, this will raise the [chickens'] protein intake and they (women) will have more chickens and eggs to sell. This is a way to uplift the poor."

An estimated 24.3 percent of Pakistain's population lives below the national poverty line, according to the latest World Bank figures.

Khan's recommendation was received with both applause and amusement in the audience, but social media users and opposition politicians later mocked him, poking fun at the prime minister's "eggonomics".

"Dear Imran Khan please think 100 times before you speak on national and international platforms. Discussing eggs and chickens on a day when you're presenting 100 days plan is ridiculous," wrote Usman Khan on Twitter.

#2  Pakistan’s prime minister is in the habit of saying stupid things.

From The Times of Israel a few days ago, but didn’t seem worth posting at the time:

Pakistani PM denigrates Jesus, wants world convention to prevent insult to Islam

‘There is no mention of Jesus in history,’ says Imran Khan, ‘but the entire life of Muhammad, who was Allah’s last prophet, is part of history’

But he was apparently arguably the second best cricketeer in the world, and good looking in his youth, so he never developed his mind. Canada elected a similar one, though theirs lacks the physical achievement his face deserves.

#3  I must be missing something here. No fan of the PM's intellect, but raising chickens seems better for the country than wanking of blasphemy and insults to the Profit.

#4  Useless so long as an accusation of blasphemy can raise a police-approved mob to lunch the woman who "got above her station" by raising healthy chickens.

Pentagon chief James Mattis slams 'slow learner' Putin over election meddling
WASHINGTON (Reuters) - U.S. Defense Secretary Jim Mattis accused Russian President Vladimir Putin on Saturday of being a "slow learner" who again tried to meddle in U.S. elections in November, adding that he had no trust in the Russian leader.

The remarks by Mattis at a security forum in California came a day after President Donald Trump held informal talks with Putin on the sidelines of the Group of 20 industrialized nations meeting in Argentina. Trump had scrapped a more formal meeting with Putin, citing Russia’s treatment of Ukraine.

Asked if U.S.-Russian ties had become more strained since he took over the Pentagon last year after Trump became president, Mattis said, "There’s no doubt the relationship has worsened."

"(Putin) tried again to muck around in our elections this last month. And we are seeing a continued effort along those lines," Mattis said, adding that the United States would take whatever steps were necessary to defend American democracy.

American intelligence agencies concluded that Russia interfered in the 2016 U.S. presidential election to sow discord and boost Trump’s chances through a campaign of propaganda and hacking aimed at disparaging his Democratic opponent Hillary Clinton. A special counsel investigation into Russia’s role in that election and whether Trump’s campaign conspired with Moscow has cast a cloud over his presidency.

Planned Parenthood Affiliate Ends Basic Healthcare, Continues Abortions
[Breitbart] Planned Parenthood’s affiliate in Boise, Idaho, has announced it is ending its primary healthcare services but will continue to perform abortions.

Kara Cadwallader, vice president of medical affairs and senior medical director for Planned Parenthood of the Great Northwest and the Hawaiian Islands, said basic healthcare services would be discontinued because of the lack of patients asking for these services, reported Boise State Public Radio.

Cadwallader said people had access to basic healthcare services elsewhere.
It’s not like Planned Parenthood had ever provided basic healthcare services, so at least now they’re being honest about it.
