Pakistan President Pervez Musharraf has said he may consider "taking steps backward" if India does not respond to his self-rule and demilitarisation proposals on Kashmir. Singh was among the mainstream Kashmiri leaders who met the Pakistan President at the Pugwash Conference in Islamabad on March 10. Singh quoted Musharraf as saying he had offered to sit "anywhere and anytime" with Prime Minister Manmohan Singh and face leaders of all the regions of Jammu and Kashmir.
Musharraf also asked the Hurriyat Conference leaders to work jointly and create a consensus on the issue. He also claimed that his government was training youths in Pakistan-occupied Kashmir and had destroyed all terror hideouts there.
