| #2 Less naive than the assumptions that seem to permeate State Dept. He's making the case that military presence during e.g. disasters is not a matter of stepping on State's toes, but rather helpful according to the criteria State recognizes. |

| #1 “These operations, believe it or not, have an unbelievable impact on the people in these countries … they change and reinforce very positive perceptions of the United States across the region. No disrepect to Admiral, but unfortunately I think his notion of positive perceptions is a tad naive. |
