Israel censures general over use of human shields
2007-10-19
Tel Aviv - Israel's Chief of Staff Gabi Ashkenazi censured a general Thursday for allowing soldiers to use Palestinians as 'human shields' during a military operation in the West Bank city of Nablus earlier this year.

Brigadier General Yair Golan, who was the military commander of the West Bank, will be passed over for promotion for at least the next nine months, following the reprimand which came after an extended investigation, the military said.

The practise of using Palestinian civilians during military operations - usually to try and convince a militant to surrender - was outlawed by Israel's High Court in 2005 following petitions by human rights groups.

#5  I agree that Israelis using human shields is self defeating. This is because having civilians in the way is not a good way to fight.

For this reason, the Israelis should deploy a Sheriff type system, so that, as they need to travel through a crowded area with a high probability of ambush, they can disperse the crowd quickly.

Because it is PR problematic, they need to conceal its use until it has been used multiple times with no great side effect--to test its effectiveness and develop tactics appropriate to it.

For example, before you use it, have a bunch of snipers ready to take out men with guns. When you hit the switch, the crowd disperses, and for a moment the gunmen might lose their cover.

They might even consider using a flash bang weapon at the same time to confuse the issue among the witnesses. They will hopefully associate the flash bang with the skin pain.

#4  I don't understand. Why would Golan even have used human shields I did not know that would have any effect against Paleos? I would have guessed the situation was more like the Israelis refusing to concern themselves with human shields being used against THEM.

#3  Nope. What separates the Israelis from the Paleos (in part) is that the latter uses human shields all the time, and the former do not -- and should not.
