#3  In a normal year, Congress passes the Defense bill and the monies start trickling down to the procurement organizations. This year the funds are being held in Washington (and/or major commands) while it is determined how much will need to be diverted to Iraq and Afghanistan. The result is a dearth of new procurements and an air of uncertainty as to which programs will be delayed or canceled because of the Dem grandstanding. About the only things sure to be executed are the Dems' earmarks.

#2  The law requires that federal employees be given 60 days notice of a layoff. DoD will need to begin sending those out by 16 December (right after Congress leaves for the year) to free up the funds that the Dems so blithely state the Pentagon can use to fund the war. Hopefully a good share of those notices will be to voters in Dem districts, a "Winter Holiday" present from Pelosi and Reid.
