Body 'presumably' Tijuana police commander's
2008-01-04
Just a reminder that the WOT and drug gangs isn't so far away
One of two bodies found Thursday morning in Rosarito Beach may be that of a Tijuana police commander who was abducted from his house Sunday, investigators said.

Francisco Javier Robles, director of the Baja California Ministerial Police, said one of the bodies “presumably” was that of Jesus Alberto Rodriguez Meraz, commander of a police substation near the U.S. border in the Otay Mesa district known as El Centenario.

A group of armed assailants grabbed Meraz and another man on Sunday night at Meraz's residence in the Los Alamos section of the city.

#3  And the answer is:

The municipality of Tijuana is divided into administrative boroughs (delegaciones, in Spanish) of which the city of Tijuana occupies nine, which are in turn divided into colonias. These boroughs offer administrative services such as urban planning, civil registry, inspection, verification, public works and community development and are served by a delegado.

The boroughs are:

Centenario — This is the borough with the largest number of factories and maquiladoras. Its largest colony is Ciudad Industrial ("Industrial City"). Three of the city's most important streets, Boulevard Bellas Artes, Boulevard Industrial and Tijuana-Tecate Highway, are located here.

I edited the rest. From wikipedia.
