| #2 Even if China or India build heavy crude refineries, without a pipeline to the Pacific shipping would be quite expensive. And I'm not sure how Vez asphalt is even piped without expensive heating of the pipelines or in solution w/ lighter oil |

| #1 It's an empty threat because the oil Ven sends here needs to be refined and it can't go anywhere else unless refineries are built. |
