Physical security at the nuclear weapons areas of most of Pakistan's air bases is pretty good. Human security is another thing. A sharp imam would be able to twist the Koran in such a way as to gain access. An even easier way would be to offer the guards a substantial enough bribe. I wouldn't be surprised to learn that two or three nukes have already "gone missing", but the Taliban or Al-Qaida just don't have the right codes to activate them. Nukes are VERY tricky devices, and need frequent care. Even WITH the right codes, there's a pretty good chance the weapon wouldn't respond as expected. People may be questioning whether the nukes themselves are being treated carefully enough not to melt down into a very "dirty" puddle on a concrete floor somewhere.
