'Pak may slip over N-weapons to Taliban for use against India'

WASHINGTON: Pakistan may slip over nuclear weapons to the Taliban for use against India in the event of escalated tension or war between the two neighbours, a non-proliferation US commission has said.

"If something broke out in Kashmir that reignited the vitriol between India and Pakistan, that could be an incident that could cause someone to make the decision.

"We don't want to use these weapons, but we're going to let our surrogate Taliban have access to these weapons and they'll do our dirty work," Bob Graham, head of US Commission on the Prevention of WMD proliferation and terrorism told US lawmakers at a Congressional hearing.

Graham was responding to questions from anxious lawmakers who expressed concern over the safety and security of nuclear weapons in Pakistan at a hearing convened by the House Homeland Security Committee.

"I think one of our recommendations was to work with India and Pakistan to develop some fail-safe procedures. Unlike, the US and the Soviet Union during the Cold War, where although we were strong adversaries and had the capability of destroying each other.

"We understood that we didn't want to allow a misstep or an accidental event to become the ignition for such a war. So we set up the red phone in the Oval Office and a whole protocol," Graham said referring to the report of the commission released early this year.

"None of that exists between India and Pakistan. I have felt that this may be an area in which the US and Russia together, since we developed these protocols for our own benefit and the world's benefit, might work together with India and Pakistan to try to get them to develop," he said.

"I was encouraged that within the last month India and China have started to develop some of those fail-safe procedures. But there's almost nothing that has been done in a similar vein between the real adversaries, which are India and Pakistan," Graham said.

#16  Have played that game, won't share the shortlist. Sure the pros here and elsewhere have a bit more thorough game board than me. Its just that missiles can be tracked to a country where an alternative delivery means, as CrazyFool said, creates enough doubt it would be difficult politically to pull out the sledgehammer even if there is a video with the dudes flat out telling who they are and where they are from may not be enough.

#14  RJ: i wont comment openly, but i have seen studies on your question done by university students that give some pretty scary answers. there are several scenarios that are not being defended against that would be devastating. as a certain professor from Berkley once said, "Just one nuclear bomb, even a small one, can totally ruin your whole day"

#12  a ground burst may do only 1/4 the damage as a proper air burst, but it is my (non-expert)understanding that it causes much more fallout. in the long run that would be a bigger win for the terrorists.

On to comments, I fear the Taliban, they're NOT sane, if they do nuke somewhere in America I don't think Obumble can backwater fast enough to prevent the Pakiwakis from glowing in the dark for the next Century or so. Mainly because if he tries He'll be an Ex-Pres as quick s congress can re-convene, (Assuming he survives) that one caveat makes me think the target will NOT be DC, as the Pakis know who's on their side, But I'll bet it's a port somewhere. (Airlines are under very close scrutiny)

Maybe Miami so Castro can invade, but there are more Cubans here than in Cuba so maybe not?

OK academic exercise, which American (Or other Nations) port city would help the Pakiwackis more when it vanishes?

Yes, but a nuke will "only" do a quarter the damage if it's a ground burst as compared with an air burst, so I guess they don't have much to worry about.

#6  Plausible deniability, even paper-thin, would be enough for the UN Community to not actually do anything.

And I think AL-Q would rather strike the USA. India would strike back - OBumbles would rather simply bow deeper. He probably wouldn't get away with it but it'll give the U.N. and the media enough time to rush in with excuses.
