[Pak Daily Times] 'Flood management' remains a serious issue for our legislators, but only to score political points instead of setting a policy framework or improving the overlapping exisiting institutions that are only working on paper to deal with disasters. The National Volunteer Movement (controlled by a distant relative of President Zardari) and the National Disaster Management Authority (NDMA) that is supervised by a retired army general (aren't they supposed to be withdrawn from public offices as per Gen Kayani's statement in 2009) are the biggest such institutions. The NDMA chairman earned many 'laurels' from home and donors in the post-earthquake 2005 of AJK for leaving thousands with promises and few hundreds with bare minimum. |
