#3 Make sure to include healthy rewards to pirates that turn informant for the COIN forces - house in a gated community, money, etc. Surprising how many pirates will rat out all the others for some booty - historically this has been one of the most successful counter-attack means on piracy. Also, convert some pirates to coast guard/navy auxillaries - works well, at least for the English in the Spanish Main. |
