UN resolution allows for all necessary force in Libya

[Ma'an] The final draft of UN Security Council resolution to be voted on Thursday allows for the use of "all necessary measures" to protect civilians in Libya and a "ban on all flights," according to a copy of the text obtained by AFP.
I'm amazed that China, Russia, India and Germany abstained. Thought for sure the first two would veto. Wonder how Susan Rice pulled that one off?

What does India care about Libya? Why Germany?

India still has that 'non-aligned movement' thingy going. As for Germany - if France proposes anything that doesn't benefit Germany, Germany will be against it.

What do Russia and China have in common? Muslim minorities. Maybe the Arabs promised to lay low the next time Russians or the Chinese have to stomp their Muslim populations.

Okay, so how did they do it?

Both Russia and China like their arms trade with the Arabs but it isn't essential, and likely would continue regardless of what happens in Libya. What would the Arabs have to dish with other than oil and money? Russia has oil and China has money, so what else could the Arabs offer?

#4  Smart money is on this being futile, and Gaddafi being mad-dog pissed at anyone who voted for the no-fly. I'm surprised everyone but the instigators planning to actually use the resolution to bomb Libya didn't abstain. How many abstentions before the vote is void, I wonder? Could one "yes" and fourteen "present" votes pass a resolution?
