The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.

The Associate Administrator for Administration is the principal administrative and management official of the Research and Innovative Technology Administration (RITA). The Associate Administrator for Administration provides executive direction for Human Resources, Information Technology, Acquisition, and Grants Services. In addition, the individual selected will serve as a principal member of the staff of RITA and participate in Administration policy and program information, providing advice and assistance in directing, coordinating, controlling and insuring the adequacy of RITA plans, programs, and fiscal policies.

As the Associate Administrator for Administration, you will:

Oversee the following administrative and management functions: Human Resources, Information Technology, Acquisition, and Grants Services.
Collaborate with other members of the Administrator's staff in the development and implementation of goals and objectives.
Serve as the Administrator's principal representative for administrative matters and working relationships with the Office of the Secretary, the Office of Management and Budget, the General Accountability Office, the Office of Personnel Management, the General Services Administration, and key officials in other agencies, State and local governments, and the general public.
Direct studies, reviews and evaluations of ongoing RITA operational, support programs to assess results, effectiveness and responsiveness.
Serve as the RITA representative on a variety of councils, such as the Department of Transportation's Administrative Management Council, Human Resource Council, and the Chief lnformation Officer's Council.


Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs):

Demonstrated successful executive level experience in strategic planning, monitoring, review, and evaluation of administrative functions such as human resources management, program planning and evaluation, acquisition, administrative services, and information technology.

Demonstrated successful executive level interpersonal skills in communicating, negotiating, and persuading others within the management program to build consensus and facilitate "win-win" situations.

Ability to lead change through the use of "best practices" from Federal agencies and the private sector and through the creative development and implementation of policy for a large organization.

Desirable Qualification: Strong background in Human Resources, in addition to the administrative functions listed.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals, as well as the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals, as well as the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations, as well as the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT:
If selected for this position, you will be required to:

Complete a one-year SES probationary period (unless already completed).
Complete a Confidential Financial Disclosure report, OGE-450. You will need to provide the information annually.


HOW YOU WILL BE EVALUATED:

An SES rating panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo a structure interview and a reference check.

If selected, you must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
