#7  D *** NG IT, the Govtcritters fought the War on Poverty by continually expanding the Welfare State which sezzes one can't receive Public Assistance iff one's income is above the poverty line.

Clearly wid such thinking, we will undoubtedly also win the War on Drugs.

#6  before the War on Poverty there was "Community Redevelopment" which was in truth "War on Neighborhood and Community".
When community is destroyed there was no restraining factor on individual behavior.

So the WoP then entered this cleansed environment and could do what it wished without interference.

#5  If I recall correctly, the people who designed the War on Poverty ignored the input they had solicited from community leaders. It was a case of "We're the experts; we know what's good for you." Same (song) different day.

#4  War on Poverty was lost the minute they removed 'Human Free Will' from their equations. Or as the old saying goes - you can lead a horse to water but you can't make him drink. That's why classical liberalism disappeared when they changed from equal opportunity to the socialist dialectic of equal outcome.

#2  Which side were they on?

Punish wealth creators, reward the feckless seems to be the way to create poverty.
