Countering Narcotics in Helmand a Failure

#1  By design, nearly all attempts at countering the flow of narcotics end in failure. Narcotics and economic aid [USAID or food stamps] have become the lifeblood of modern, urban civilizations. When either of these gov't supported enterprises end, [as Dr. Ben Carson surmises] anarchy will ensue.
