#5  JFM, anybody or bodies (USA) can detain anyone suspected of committing one or more felonies(willful destruction of property, driving under the influence, threatening WMD, attempted assault with a motor vehicle, etc.), and apply reasonable force as necessary to prevent their leaving until the detainee can be surrendered to arresting authorities in a Citizen's Arrest.
Better to be in a group, then the civil suit brought by the detainee is against multiple parties and institutions, therefore too expensive to adjudicate.

#4  Excuse me but isn't Coast Fuard part of the miliatray?

Part of the Department of Homeland Security. Like ed in texas said, a significant part of their work is law enforcement. The rest is maintaining aids to navigation, icebreaking, search and rescue (what the Grand Haven Coast Guard station likely does,) and maritime standards inspection and enforcement.
