ITS A "SAFE" POLITICO WAY OF SAYING THAT GUAM IS EITHER EXPENDABLE, WHCIH IT TECHNICALLY OR LEGALLY IS AS A PERENNIAL "UNINCORPORATED TERRITORY" OF THE US WHOSE GOVT IS IN LOVE WID THE "STATUS QUO", OR IN ALTERN GUAM MILBASES IS NOT NEEDED.

The longer Guam stays in the "status quo" vee the "weak/declining" US, the greater the OWG Globie-led MILPOL-GEOPOL DANGER to it.
