| #2 The aristocracy and monarchy usually had no 'accountability' either. As Charles I of England and Louis XVI of France found out, there is a cure. Part of the problem was doing away with another problem. Back in the ugly old days of patronage, you could at least hold the representative and Senator personally responsible for the acts or inaction of their appointees. |

| #1 By design. If the government is big enough, it doesn't have to care what its people think about it. They can't do anything to change it and become subjects. |
