#13  As long as it's still a bureaucracy, it is subject to the Iron Laws of Bureaucracy, mentioned on the 'Burg earlier. Abolition of an entire portion of the Bureaucracy and laws forbidding the hiring of those laid off may be the only solution.

#6  The best way to deal with a bureaucracy packed with partisans is a reduction in force. RIFS can be used to circumvent even civil service rules. It would help if Congress would grow a pair and reform the civil service rules to make firing incompetent officials easier.

#4  The key here is a single, or a very specific set of charges with additional post-election 'kicker charges' to be added as necessary. If the additional charges implicate the regime, so much the better.
