Yes. The classification system is very complex. Compromise of Top Secret information will cause "exceptionally grave damage to national security." Release of Secret information will cause grave damage. Blabbing Confidential information will cause damage or be prejudicial to national security. For Official Use Only isn't actually a classification. It means it's for use only within the organization. Top Secret and Secret information may be further compartmented based on the need to protect sources and methods or strategy. The classification system is the same for U.S. and NATO intel agencies. The classification of the data is independent of the markings -- taking the markings off doesn't unclassify it. You can see that it's mind-numblingly complicated, way too complex for someone with a hazy understanding of the meaning of the word "is."

And, of course, this is literally true, since the word "classified" is not used as an actual classification marking. She'll never admit that, as Comey testified, her emails contained TS or S or C markings. And the Kool-Aid drinkers just keep gulping it down.
