#4  I have been a resident of Tennessee for more than 40 years. Tennessee is a right-to-work state. We are fiscally responsible and have a balanced budget amendment. So far as I can tell. There is not a great deal of bias towards any group other than ignorant apparatchiks in California who establish PC state policies and try to force them on everyone else.

#3  If I had my way I'd dissolve the California state legislature. They never produce any decent legislation anyway. In a new state constitution I would mandate that all legislation be put before the state's voters in the form of ballot propositions. We already have a procedure for putting such propositions on the ballot after sufficient signatures have been collected via petition. The governor would still propose a budget and he would have three chances to get the voters to approve it. If he failed three times there would be a special election to determine his replacement.
