#1  ...Well, in fairness, at least for once they're not running off at the mouth - a blockade is an act of war.

A traditional blockade is a really bad idea on our part - way too many big, high-value targets just cruising around out there waiting to get overrun. On the other hand, submarine-laid mines outside of their small number of ports gives you the same effect...
