| #5 The funding went to Mr. Bigelow’s company, Bigelow Aerospace, which hired subcontractors and solicited research for the program. Black money, so they could sole-source the work to Bigelow who sub-ed it out for data collection and research. No success or exit criteria. Great way to wash $100m in salary tithing to the church. |
